Identification of Urban Development Areas and Preparation of Development Plans
The major functions of the Urban Development Authority (UDA) include identifying urban development areas, declaring them as UDA-declared areas, preparing development plans for these areas, and executing them.
Accordingly, this development plan was prepared for the Embilipitiya UDA-declared area, which includes Embilipitiya town, Udawalawa, Tunkama, and Padalangala small towns in the Rathnapura District.
The Embilipitiya urban area was initially declared by the Extraordinary Gazette Notification No. 385/8 on 21st January 1986. Subsequently, in line with the Greater Hambantota Development Project, Embilipitiya Urban Council and Embilipitiya Pradeshiya Sabha, covering 21 Grama Niladhari Divisions and an area of 150 sq. km in Rathnapura District, were declared as the Embilipitiya Urban Development Area on 11 June 2009 under the Urban Development Authority Act No. 41 of 1978, via Gazette No. 1605/41.
This development plan was prepared as a guideline to provide strategies for urban development, including a detailed study of economic, social, physical, and environmental aspects, aiming to improve the living standards of the people in and around the urban area and to strengthen the urban economy.
The primary objective of this development plan is to create a planned city during the 2021–2030 period.
The plan was prepared in accordance with Act No. 4 of 1982, with initial studies beginning in March 2017.
This development plan was formulated through methodical data collection and analysis, taking into account the ideas and suggestions of the local public.
This report includes detailed proposals for all development activities outlined in the plan.
