The social, economic, political, and environmental forces of a city, along with their mutual relationships and trends, provide a strong basis for forecasting the future development of that city. Therefore, the preparation of a Development Plan for a city requires recognizing these variables within the overall urban planning process.
The Urban Development Authority is the regulatory body responsible for urban development in Sri Lanka. It has been empowered to function as the key urban planning and implementation agency in the country by the Urban Development Authority Act No. 41 of 1978. Under this legal framework, the preparation of Development Plans for any Declared Urban Area is a vital aspect of the Authority’s functions. By considering current conditions along with a futuristic vision, the Authority aims to guide city development so that its inhabitants may take full advantage of new development opportunities.
Historically, the Ratnapura Town-based Local Board was established in 1887 to administer and manage the town. This governance structure was later incorporated under the Local Government General Council, established according to the Local Government Council Act of 1922. As the town gradually developed, the Ratnapura Municipal Council was established in 1968, elevating the urban status of the area. Subsequently, the Ratnapura Municipal Council area was officially declared as an Urban Development Area on 1st June 1979 under the Urban Development Authority Act No. 41 of 1978.
