Attention is focused towards physical, environmental, cultural, political, economic, and social sectors to prepare a development plan for the urban area for the next period of time within the declared urban development area. The solidness of the planning framework and planning procedure of the planning texture depends on the SWOT analysis of its physical and social areas. The Urban Development Authority can be identified as the main regulatory institute for towns and their suburban development in Sri Lanka. The Urban Development Authority Act No. 41 of 1978 gives powers to the UDA for urban planning in Sri Lanka. Clause No. 8 of the Urban Development Authority Amendment Act No. 4 of 1982 gives the Urban Development Authority regulatory powers to enforce and plan regulations within the area of identified urban areas under the act. According to the above legal form, the UDA study analyzes the social, economical, political, cultural, environmental, and physical situations of the urban development areas and identifies a set of urban area tendencies and potentials and their weaknesses and threats and their proper management of the development plan for the next definite time to definite vision. The development plan prepared all counterpart development, including commuters and the town population. This development plan was prepared to help for future development of the area population and commuting population. According to the gazette notification of No. 38/16 dated 01st of June 1979 under the UDA Act of 1978, the limits of the municipal council of Nuwara Eliya were declared as a development area. As well as the Nuwara Eliya Pradeshiya Sabha area, it was also gazetted as No. 4/1546, dated 8th September 1998. According to the above factors, the prepared development plan for the Nuwara Eliya Municipal Council area in 2004 expired in 2022. Hence, it is needed to prepare a new development plan for the next 10 years of time for the Numara Eliya Municipal Council area, including its adjoining 5 Grama Niladari divisions within the Numara Eliya Pradeshiya Sabha area. New development regulations and new development strategies are introduced in this new development plan.
