The Urban Development Authority (UDA) was established under the Urban Development Authority Law, No. 41 of 1978, and amended by Act No. 4 of 1982. The Authority was empowered to prepare development plans for areas declared as “Urban Development Areas” in order to ensure balanced development by considering physical, socio-economic, and environmental aspects. Preparing such development plans is one of the main responsibilities of the UDA.
As there was no formal development plan prepared so far for both the Beruwala Urban Council area and the Beruwala Pradeshiya Sabha area, the need to prepare a comprehensive development plan was identified.
Accordingly, under the above legal provisions, the Beruwala urban area extending 1 km from the coastline towards the hinterland was declared as an Urban Development Area by a Gazette Notification issued by the UDA. Furthermore:
The Beruwala Urban Council area, which falls within the jurisdiction of the Beruwala Divisional Secretariat Division, was declared as an Urban Development Area by Gazette Notification dated 13.01.2002.
The Beruwala Pradeshiya Sabha area was declared by Gazette Notification dated 02.06.1994.
Subsequently, a land extent of 70.33 square kilometers was declared as an Urban Development Area by Gazette Notification dated 12.12.2005.
Accordingly, both the Beruwala Urban Council area and the Beruwala Pradeshiya Sabha area, covering the entire Beruwala Divisional Secretariat Division, were considered as a single planning unit for the preparation of this development plan.
After studying the physical, socio-economic, and environmental conditions of the area in detail, the development potentials in tourism, fisheries, agriculture, gem trade, and other related sectors were identified.
This development plan includes strategies and guidelines with a long-term vision for the ten-year period from 2021 to 2030, aiming to achieve sustainable development while providing necessary facilities to attract both local and foreign tourists, as well as improving the quality of life of the residents in the area.
